Chaos Codex Quandary!

Well, I finally broke down and got the Chaos Space Marines Codex. Now what the heck am I supposed to do with it?

I need to come up with a strategy, an army list to fulfill that strategy, and something that comes in under the 200 points limitation I have proscribed myself (pretty much all I play now is Killteams, due to my attention span). Furthermore, I need to make it something that I can easily achieve either on the cheap, or with things I already have. Most likely with things I already have. Fluff wise, I am primarily drawn to the Night Lords, since their focus on Terror/Stealth/SpecOps makes them perfect for Killteams, at least to my way of thinking.

So, what are people using to represent Night Lords these days? Comments, feedback, suggestions, and even riebald jokes are welcome!
